Wayne County Living Magazine

Wayne County adopted the County Administrator form of Government and it was enacted in 1963 by Legislative Act. The County Administrator is appointed by the Board of Commissioners. The County Administrator is the chief executive officer of Wayne County and head of the Administrative branch of the government. The Administrator is responsible to the board for the proper administration of all affairs of the County, except as otherwise provided by law. 

The County Administrator prepares and submits an annual budget to the Commissioners for their approval. The County Administrator is also the personnel director and the finance officer for the County. 

The Board of Commissioners meets the first Monday of each month at 6:00 P.M. The Commissioners are elected by district and the board elects a Chairman each January. The Chairman presides at all meetings of the board and is ceremonial head of the county government, but has no administrative duties.

County Coroner: Jay Fulton

When is a Coroner called? 

When there is a notification of suspicious or unusual deaths; court ordered medical examiner's inquiry; or written report of inquiry. Also: 

(a) When any person dies in any county in this state

    (1) As a result of violence;

    (2) By suicide or casualty;

    (3) Suddenly when in apparent good health;

    (4) When unattended by a physician

          i. deceased has not seen a doctor in two years and/or:

          ii. doctor is unwilling to sign the death certificate.

    (5) In any suspicious or unusual manner, with particular attention to those persons 16 years of age and under;

    (6) After birth but before seven years of age if the death is unexpected or unexplained;

    (7) As a result of an execution carried out pursuant to the imposition of the death penalty under Article 2 of Chapter             10 of Title 17

    (8) When an inmate of a state hospital or a state, county, or city penal institution. 

    (9) When a person is admitted to a hospital unconscious and dies within 24 hours. 

It shall be the duty of any law enforcement officer or other person having knowledge of such death to notify immediately the coroner or county medical examiner of the county wherein the body is found or death occurs. For the purposes of this Code section, no person shall be deemed to have died unattended when the death occurred while the person was a patient of a hospital licensed under Article 9 of Chapter 7 of Title 3 1.

(b) A coroner or county medical examiner who is notified of a death pursuant to subsection (a) of this Code section              shall order a medical examiner's inquiry of that death.

(c) Whenever an affidavit is made and filed with a court having criminal jurisdiction attesting that a person came to his        death by foul play, that court may interrogate and examine witnesses, if any exist, to the necessity of the medical          examiner's inquiry. Should the court decide that a medical examiner's inquiry is essential to the ends of justice,              such inquiry shall be ordered by that court.

(d) A medical examiner's inquiry required under this Code section shall be reduced to writing and filed as provided in           Code Section 45-16-32. At the time of such filing, a copy of the medical examiner's inquiry into a death reported             to a coroner or county medical examiner

E-911 Director- Amy Roberson

The E-911 Center is responsible for providing the most effective emergency communications service possible. Realizing the response time is critical in emergency situations, the goal of this department is to respond to all emergencies in an expedient and efficient manner. This will provide the best opportunity for protecting life and property. 

9-1-1 Your First Voice in an Emergency 

Responsibilities: 

The Wayne CountyE-911 Center is responsible for Dispatching and Handling Calls for the Jesup Police Department, Wayne County Sheriff Office, Screven Police Department, Wayne County Ambulance Service, Jesup Fire Department, Nine (9) County Volunteer Fire Department, Rescue, DNR, and GSP. The E-911 Center is required to answer a total of Eighteen (18) Telephone Lines, Four (4) 911 Telephone Lines, Two (2) Cellular Telephone 911 Lines, Two (2) Alarm Telephone Lines, Four (4) Jesup Police Department Administrative Telephone Lines, Three (3) Wayne County Sheriff Office Telephone Lines, and Three (3) Administrative Telephone Lines. There are Six (6) different Radio Channels to monitor, as well as the day-to-day paper work that is required. 

When to Call 9-1-1 

  • When you have a true emergency and you need the assistance of the Police, Sheriff, Fire or EMS.
  • If you see a crime in progress
  • To report a Motor Vehicle Accident
  • Anytime when you think life or property is in danger 

What Children Need To Know 

Post the following information near the telephone for a babysitter: 

  • Your home telephone number

  • Your first and last name
  • The phone number of a relative
  • The phone number of a neighbor 

Teach your children the following information: 

  • Their Address
  • Their Telephone Number
  • Their First and Last Name

Ways To Help: 

  • Do not call 9-1-1 for information. See your telephone directory or use 411 
  • Keep your telephone company informed of any changes in your name and address. 
  • Be sure your house numbers can be seen easily from the street by emergency personnel. Post numbers on both sides of your mailbox. Post a sign with your house number on it at the end of your driveway. 
  • If you dial 9-1-1 by mistake, do not hang up. Wait until your call is answered and explain that you misdialed. If you hang up, the Communications Officer will try to reach you. If the Communications Officer is unable to reach you, a law enforcement officer will be sent to your location. 
  • If you are calling from a cellular or wireless phone, your location will not be displayed at the E-911 Center. You will have to give the Communications Officer your exact location. Also, you may find that your call has been answered by a 911 Center in another County give them your information and they will forward it to the proper authority.

The main purpose of the Registrar's office is to process voter applications and maintain voter's files for Wayne County and the municipality of Jesup, Georgia. 

The office also processes all absentee applications and ballots. Absentee ballots are only issued from the Registrar's office. A voter may request an Absentee ballot for themselves with no reason if application is received through the mail. Early voting is offered to all registered voters the week prior to any election in person at the Registrar's Office. As of September 2007, a Photo ID is required to vote. 

Wayne County Emergency Management Agency is located in the Wayne County E-911 Building at 155 North Wayne Street in Jesup Georgia. The Emergency Management Program is based on the Georgia Emergency Management Act of 1981, as amended December 1992. The Wayne County Board of Commissioners and Mayors of Jesup, Screven and Odum created the local EMA by Resolution updated November 2001. Mission Statement: The Wayne County Emergency Management Agency (WEMA) is the lead local agency for coordination of emergency and disaster response activities. Our mission is to provide a comprehensive and aggressive emergency preparedness, response, and recovery program for the citizens of Wayne County in order to save lives, protect property, and reduce the effects of disasters through mitigation programs. About Us: WEMA serves approximately 33,000 citizens living in Wayne County and the Cities of Jesup, Screven, and Odum. WEMA's responsibilities are to develop and maintain emergency plans, conduct disaster training exercises for all agencies, provide emergency public information, and provide awareness and education programs. WEMA directs and coordinates the county’s rescue unit. WEMA has a Local Emergency Operations Plan that establishes a framework for emergency management planning and response to prevent emergency situations; reduce vulnerability during disasters; establish capabilities to protect citizens from effects of crisis; respond effectively and efficiently to actual emergencies; and provide for rapid recovery from any emergencies or disasters which affects the local jurisdiction.

Wayne County Emergency Medical Services Division is an Advanced Life Support Ambulance Service that provides 24-hour Emergency Medical Services to the visitors and citizens of Wayne County Georgia.

Roles and Responsibilities

Our primary role at Wayne County Emergency Medical Services is to provide state-of-the-art emergency medical advanced life support for the visitors and citizens of Wayne County. We also provide non-emergency and urgent medical transport services for Wayne Memorial Hospital. Wayne County Emergency Medical Services regularly gives presentations at public events to educate children and citizens of all ages in the importance of what to do if they are faced with an emergency.

Welcome to the Wayne County Parks & Recreation Department. We encourage you to explore our department and view all of the exciting things our community has to offer through recreation. We aim to offer diversified & efficient recreational programs & activities in a clean, safe & enjoyable environment for all the citizens of Wayne County.

General Information...

Quality leisure time, what does that mean to you? For each one asked it could mean something different. It could include such things as bird watching, playing bingo, fishing, collecting stamps, enjoying a walk, marathon running, arts and crafts, golfing, reading a book, or organized sports to simply name a few. As single parent homes and two income families become more the norm than in the past, leisure time seems to lessen, although the quality demand for that time has increased. 

The delivery of quality recreational leisure activities is a goal for Wayne County and all communities nation wide. Solid recreation programs promote such things as enhancing quality of life for individuals, reducing stress levels, and increasing community pride. Recreation involves the second largest tourism commodity in Georgia. When businesses look to locate, strong recreational activities help to provide a positive outlook for our community. Statistics show that sports related participation help reduce gang violence by promoting such things as teamwork, respect for one another, and positive self-esteem. Participating in youth sports and other recreation activities also breaks down social and economic barriers that are unfortunately still prolific today. Involving kids in these programs tends to promote family involvement. Those of you who have come out to the ball fields have noticed the moms, dads, siblings, grandparents, aunts, uncles, cousins, etc. that attend these events know exactly what I mean. For the first time ever in history, the 1.2 billion overweight and obese populations has matched the underweight and starving population. The more kids and adults we get involved in recreation the healthier our entire community will become. 

Offering recreation for seniors and young adults is vital for this community. Arts and crafts, ceramics, water and land aerobics are only a few of the programs offered throughout different times of the year. Adult softball helps to keep our young (and young at heart) adults active throughout the year. We have just finished up a community survey on recreation and facilities which will be available soon. Through the continued support of the County Commissioners and numerous partnerships throughout the County we hope to add and diversify the number of programs and activities we can offer through the Recreation Department. A lot has been accomplished, but as we move ahead we are striving to improve our recreational activities and facilities in Wayne County. Tax Assessor- Byron Johns

The Tax Assessor is responsible for preparing tax digests for Wayne County, Board of Education and the three cities located within the county - Jesup, Odum and Screven. The Board of Tax Assessors is responsible to appraise all property at the fair market value as Georgia law dictates. Property Appraisal Procedures Manual. 

Wayne County has undergone a county-wide revaluation. Everything is going extremely well according to Tax Appraiser. The revaluation is to re-align values using the Appraisers Procedures Manual in accordance with the State of Georgia, not just to raise taxes.

The office of the tax commissioner is responsible for collecting ad valorem property taxes for the state, county and school board. The process begins with the preparation of the annual tax digest. After approval, tax bills are issued to the owner of record as of January 1 of the current tax year. The bills are computed based on the assessed values of real and personal property as determined by the Chief Appraiser and Board of Assessors of Wayne County and the millage rates set by the Board of Commissioners and the School Board.

Additionally, the tax commissioner serves as the tag agent for the state of Georgia by registering motor vehicles and collecting TAVT taxes, vehicle ad valorem taxes, and tag fees, as mandated by the state.

It is the duty of the tax commissioner to collect all taxes, penalties and interest due and remit all monies collected  to the proper taxing authorities. As required by state law, a 10% penalty attaches to all unpaid tax bills 91 days after the due date and interest attaches at 1% per month, with the first 1% added on the day after the due date. The penalties and interest are prorated among the state, county and school board based on the millage rates for the year(s) collected.

Prior to tax bills being issued, property owners receive a Tax Assessment Notice from the Board of Assessors which shows the assessed value of your property and the ESTIMATED AMOUNT of your tax bill, based on the previous year’s millage rates. This amount may change, depending of the millage rates set by the commissioners and school board members. You have 45 days from the mailing date of the assessment notice to appeal your property valuation with the Board of Assessors. This is done by filing a written appeal with the Tax Assessor’s office.
